Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of opposing developments captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are delivered from various governments. Considerable effort is devoted on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through current data. From observation points, defense planes that had been deployed to counter approaching aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems engaged: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by allied countries. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into grim resignation: maybe the hostile projectile won't strike its target this time, sparing the city from ruin and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.
Failed Diplomacy
The 28-point plan from US administration generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new approach from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is impossible to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from thinking that the current condition will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but preventing a entire defensive failure until circumstances change in its advantage.
Present Conditions
Objectively, there are no actual prerequisites for a armistice. Now, personal considerations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their focus does not switch to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
