Sheffield Wednesday Deals with Major Issues, States Independent Regulator

'We will play a key role in football's future' - independent football regulator the new chairman

Sheffield Wednesday's current difficulties constitute a "significant problem" and the football regulator is looking to gain the ability to investigate clubs in such situations, the recently named head the official has announced.

During an extensive discussion, the regulator, who was recently selected, expressed "sympathy" towards supporters of the Owls.

Kogan met with four fan organizations connected to the football team recently.

The team have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on multiple instances, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," Kogan told.

"Wednesday stands as one of the iconic names for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases brought to our attention if they need to be investigated and acted upon."

Economic Challenges and Ownership Situation

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in spring months caused limitations by the league officials in summer, stopping Wednesday from completing any recruitment activities for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The regulator explained: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a regional establishment that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for the club's situation, as I do for all the clubs that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the followers."

Questioned about whether the authority might compel an chairman to relinquish a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"The last thing what we want to do is start getting involved with an individual club, an individual owner, without being able to work with that owner to try and resolve the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you review the record of the game, over the recent generations there have been particular chairmen, a small minority, but some who have been irresponsible in the manner they have operated their teams and eventually refuse to accept accountability for the future."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to detail the scope of the regulator on Wednesday and insisted it was a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we've got to keep it going.

"Considerable investment flowing into the game and has been channeled for the recent generations, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I fully support the prosperity and expansion as an financial organization of the elite league.

"I of all people understand the concern of undermining the top flight as an elite competition of this country. But at the same time, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a high level of reassurance."

Political Connections

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the opposition group in 2020.

The official provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any type of partisan engagement."
